Po mnoha letech, kdy byli skryti před lidským světem, se želví bratři rozhodli získat srdce Newyorčanů a být i díky jejich hrdinským činům vnímáni jako normální teenageři. Jejich nová přítelkyně April O’Neilová jim pomáhá v boji s tajemným zločineckým syndikátem, ale brzy jim to přeroste přes hlavu, když se na ně vlítne celá armáda mutantů.
Hrdinou filmu je mladý tučňák skalní Cody Maverick, začínající surfař, který se chystá na účast ve svém prvním profesionálním závodu. Cody, následován filmovým štábem, který má dokumentovat jeho zážitky, opouští rodinu a rodný Mražákov v Antarktidě, aby se na ostrově Pin-Guí zúčastnil surfařského memoriálu Big Z. Cestou se setkává se surfařem Kuřetem Joem, známým propagátorem surfování Reggiem Belafontem, hledačem surfařských talentů Mikem Abromowitzem a nadšenou plavčicí Lani, kteří si všichni všimnou Codyho zápalu pro surfování, i když ho Cody občas využívá trochu podivně. Cody je přesvědčen, že vítězstvím získá vytoužený obdiv a úctu, ale když se náhodou setká se starým, vyřízeným surfařem, začne chápat, co je skutečně důležité a že opravdovým vítězem není vždycky jen ten, kdo dorazí k cíli jako první.

Profesor Jordan Perry už zlikvidoval prakticky všechny láhve, zbývá jen jedna jenomže ta se dostane do rukou Trhače a jeho pěšáků, Trhač navíc zajme i samotného profesora, jehož donutí, aby vytvořil další příšerné zmutované tvory, kteří by mu pomohli nindži zprovodit ze světa..
