After a major conflict, Kazuma Washio (Hitoshi Ozawa) becomes the 6th boss of Tendokai, Kanto’s largest yakuza group. Wakagashira Date (Hideo Nakano) and Kurata (Yoshiyuki Yamaguchi) secure casino rights from the government, but top officials are soon murdered, and Date is framed. The trail leads to Sanko-kai, a Kansai syndicate forming ties with a Korean underworld led by Myojin Akinari (Noboru Kaneko), brother of Washio’s old rival. Sanko-kai’s boss Onizuka (Hiroshi Fuse), who holds a grudge against Washio, launches a political and violent offensive. The Tendokai is attacked by the Daitoa-dan. Tadano (Namioka Kazuki), the secretary to the current Vice-Chair Konno (Noguchi Masahiro), is the only survivor and is haunted by flashbacks. His brother-in-arms, Board Director Umehara (Ozawa Hitoshi), a fellow Zainichi Korean, is in competition with the ruthless Director Tamura (Sugata Shun) for the top spot. The feud is goaded by the secret placement of spies within the WRC by the Tokyo Police's "Unit Zero", spearheaded by the sly Inspector Sano (Shinsui Sanshou), and cracks begin to form in the organization and between brothers ...

The Hyodo-gumi boss—part of Tendokai, Japan’s largest yakuza syndicate—has been brutally murdered. Kazuma Washio (Hitoshi Ozawa), the head of the Washio-gumi and Tendokai’s wakagashira (underboss), is convinced that Yoshinari Myojin (Sho Aikawa), a former Tendokai wakagashira-hosa now running Tokyo’s underworld of thugs and mafia, is behind the killing. Around the same time, Tendokai's 5th-generation chairman Katsushige (Hakuryu) orders Washio to secure a woman named Nagi Toyama (Akane Hotta). Washio sets out with his men, Okita (Yasukaze Motomiya) and Date (Hideo Nakano), but they’re ambushed by a group of heavily armed youths. Barely escaping, they manage to bring Nagi to their hideout—only to discover she’s a key player in a power struggle over the Tokyo Casino Project. And so begins the greatest conflict yet, entangling yakuza, mafia, street gangs, the police, and even the state itself—

Misa loves Ryuji, who is steadily rising to become a gang leader, but is perplexed by her inner contradiction of hating the yakuza. Their lives are precariously balanced until one day, when Misa's senior, Yukari, returns to town. An unbridgeable emotional distance is created.

The finale of a 6-part series. Finally, the time has come for the election of the chairman at the WRC executive meeting. Chairman Umehara (Ozawa Hitoshi) was thought to be the sure candidate, but Vice Chairman Konno (Noguchi Masahiro) puts his name forward as a candidate for the position in a surprise move. Chairman Tamura (Sugata Shun) is arrested, but is released by Inspector Sano (Fukimizu Sansho) and sets out to assassinate Umehara. Meanwhile Tadano (Namioka Kazuki) has uncovered the entire truth about his assignment into the WRC, the "accident", and must ask himself: What is loyalty, when your "allies" use you and your "enemies" protect you? A bloody finale ensues!

Himuro (Yasukaze Motomiya), who joined Kyowakai, steadily rose through the ranks with his calm and clear mind. Tamura (Yoshiyuki Yamaguchi) was also released from prison and Ryuseikai was thought to gain even more power. At that time, there is an internal split in Kyowakai as a whole, caused by an unusual executive appointment, and Himuro and others get caught in the vortex. After the conflict, the leader of the Ueda group, Ueda (Okazaki Jiro) and other gang members withdrew from Kyowakai, create a new organization called Shintokai in Kyoto, and attack Kyowakai executives.

2nd film in a 6-part series. Shock and suspicions circulate in the aftermath of the death of the WRC Chairman, and the competition between Umehara (Ozawa Hitoshi) and Tamura (Sugata Shun) begins in earnest. An internal spy was discovered and executed, but rumours of another one circulates the WRC and plagues the guilty conscience of Tadano (Namioka Kazuki). However, the interference of the Chinese Mafia is discovered, and Umehara has suspicions about Tamura's involvement with them ...

Magazine journalist Renji Himura is suspicious of the corrupt nature of Japanese politics and has uncovered a number of parliamentary scandals in his quest to clean up the political scene. His feud with his father, Tetsuya Himura, a member of the House of Representatives of the ruling Republican Party of Japan, reinforces Renji's aversion to political power struggles. Tetsuya is a member of the party's largest faction, the Teikankai, along with his ally Yuichi Tanigawa, who was elected in the same year, but becomes increasingly dissatisfied with the methods of faction chairman and former Prime Minister Shiro Oda. In order to regain the prime minister's office, Oda has brought in Kojiro Suzuki, the current prime minister, and is building a puppet government. Then, Renji receives a tip-off from a mysterious person.

Meanwhile, Umehara is arrested by Sano at the scene of a transaction with the Hong Kong mafia, and the goods in question are the trigger point where all factions begin to collide and the truth emerges from the wreckage...
