Once upon a time, a King had eleven sons and one daughter. When his wife, the Queen, died, the King remarried. The new wife and the children's stepmother looks beautiful on the outside, but actually she's an evil witch. She sends the young princess Eliise to live in the village as an ordinary peasant girl and turns all the princes into wild swans. The princes are stuck being swans all day long and only at night can they regain their true form. When Eliise is 15 years old, she learns about the fate of her brothers and now she must overcome the obstacles put in her way by her stepmother in order to release her brothers from the spell.
In 1921, the Cheka became aware that gold and jewelry were stolen from the treasury of Gokhran, and that a special organization was involved in transporting the stolen to Estonia. Scout Maksim Isayev is sent to this country. He establishes that the cipher of the Soviet embassy Olenetskaya works for the German resident Nolmar, with whom employees of Gokhran Kozlovskaya and an appraiser Yakov Shelekhes are associated. As a result of the provocation, Isayev was arrested. In the prison cell, he finds himself together with the famous Russian writer Nikandrov, who could not find himself in post-revolutionary Russia and went abroad. Released soon by the efforts of his comrades, Isayev continues the struggle for the fate of Nikandrov — for his return to his homeland.

The uniqueness of the film is expressed through a strangely independent soundtrack that observes everyday bustle from the heights of melancholy poetry and remote uranography. Zakhar Psaltyrev went through many ordeals in the royal fleet, where massacres and bullying of people became a custom. Only thanks to his natural intelligence and perseverance, the illiterate peasant boy managed to avoid the fate of many of his comrades, who became drunkards and lost their human dignity. Captain 1st Rank Lezvin, commander of the cruiser "Svyatoslav", himself suffocating in the difficult atmosphere of the tsarist autocracy, fatherly fell in love with his messenger for his simple Russian soul, quick-witted mind, love for the homeland and hatred of oppression. Zakhar learned a lot from Lezvin, but soon they had to part. Zakhar becomes an active underground Bolshevik.

The main character of the film is Paunvere tailor Jorh Adniel Kiir. Two young seamstresses, Juuli and Maali, arrive in Paunvere. At first, Kiir regards them as competitors, but then he establishes friendly relations with them. Kiir marries Juuli, but he is not indifferent to Maali either. The film also follows Kiir's efforts to get his own farm.

He abandons Liisu, with whom he has a son, and marries a wealthy widow. As a captain, he has the power to look after the welfare of the sailors, but he thinks more about his own safety. However, the winds of 1905 are already blowing over the sea.
