In de nabije toekomst wordt de wereld geplaagd door een totale onvruchtbaarheid van het menselijk ras. Sinds 2009 zijn er geen kinderen meer geboren. Boven hun appartement, op zolder, luistert hij dag en nacht hun leven af. Maar hoe meer hij in hun leven wordt gezogen, des te meer moeite heeft hij zijn loyaliteit aan de staat te behouden.
