Benito Mussolini, bijgenaamd Il Duce (de leider) ontwaakt plots, 72 jaar later op de Piazza Vittorio Emanuelle II in Rome. Hij denkt dat het nog steeds 1945 is en de reacties van het publiek zijn heel divers. Samen met een journalist reist de vermeende Duce door het land (Rome, Napels, Florence, Milaan en Umbrië) en stelt vragen aan gewone burgers over politieke, economische en sociale problemen. Ondertussen brengt Il Duce zijn oude ideeën weer aan de man en constateert dat ze niet slecht vallen.
