Over en liten flystripe utenfor Los Angeles tester unge Cliff Secor ut et nytt raskt fly. Hans mekaniker, Peevy, følger spent med fra bakken. Men på noen småveier i nabolaget foregår en vill biljakt. Secor får øye på denne og flyr nysgjerrig nærmere. Plutselig utsettes flyet hans for en salve fra maskinpistoler. Med nød og neppe redder han livet men flyet går i bakken. En gjeng gangstere har imidlertid gjemt en stjålet oppfinnelse i flyhangaren. Secor finner noe som viser seg å være et rakettbelte. En mekanisme som kan løfte en mann opp i luften. Peevy konstruerer en hjelm, og dermed kan Secor opptre som "Rocketeer", et nytt mystisk fenomen. Men gangsterne har ikke gitt opp jakten. Heller ikke FBI eller Hollywood-sjarmøren Neville Sinclair...

Den tidligere løshunden Titina nyter en ubekymret tilværelse sammen med luftskipsingeniør Umberto Nobile, som reddet henne fra et hundeliv i Romas bakgater. En dag får Nobile en telefon fra polarsuperstjernen Roald Amundsen, som bestiller et luftskip i håp om å endelig realisere sitt livs store mål: å erobre Nordpolen. Nobile ser sitt snitt til å skrive seg inn i historiebøkene og tar Titina med, til tross for at en liten terrier åpenbart ikke er skikket for polare forhold.
