Człowiek - mutant posiadający skrzela, który dzięki ewolucji znakomicie dostosował się do warunków panujących na ziemi. Najcenniejszym towarem jest słodka woda i właśnie jej zdobycie zmusza Marinera do wizyty w jednym z pływających miast. W tym samym czasie banda złoczyńców tzw. Smokersów dowodzona przez Deakona (Dennis Hopper) atakuje miasto. Marinerowi udaje się uciec przy pomocy dwóch pań Helen i małej dziewczynki Eloi, którą ścigają także Smokersi, gdyż wg legendy jej tatuaż jest mapą przedstawiającą drogę do stałego lądu.
