V predchádzajúcom príbehu zloduch Owen Shaw obťažoval našich hrdinov tak intenzívne, že ho museli zastaviť. Aj keď ho pritom takmer pripravili o život a v kóme poslali do nemocnice. Jeho rozhnevaný starší brat Deckart Shaw sa však rozhodne, že to tak nenechá a na oplátku pripraví o život nielen ich, ale aj ich rodiny a všetkých blízkych. Bez ohľadu na to, ako rýchli či zbesilí budú. A Dominicovi Torettovi, jeho rodine a kamarátom pôjde naozaj o život, pretože Deckart je dokonalý stroj na zabíjanie, ktorý vycvičila špeciálna elitná vojenská jednotka.

Turbo je obyčajný malý slimák, ktorý má veľký sen. Žiť svoj život slimačím tempom ho neuspokojuje, túži po omnoho väčšej rýchlosti. Neustále trénuje a svoje pokroky meria metrom. Jeden meter dokáže „zabehnúť“ za sedemnásť minút. Kvôli tomu príliš nezapadá do slimačieho spoločenstva. Medzi slimákmi sa totiž nenosia veľké sny a veľká rýchlosť, dôležitejším ukazovateľom sú odpracované hodiny na hlavnom zdroji obživy, teda na rodnom paradajkovom stromčeku. Turbov brat Čet, ktorého krédom je „Bezpečnosť na prvom, poslednom aj všetkých ostatných miestach“, má svojho brata rád, ale má strach, že Turbova posadnutosť rýchlosťou ho raz privedie do nešťastia. Jeho najhoršie obavy sa naplnia vo chvíli, keď Turbo opustí rodnú paradajku a vydá sa do sveta, aby si naplnil svoje sny o vyššej rýchlosti.

Spiatočnú cestu im však skomplikuje Carrie, mladá žena v svadobných šatách, ktorá ušla priamo zo svadobného obradu, pretože si odmietla vziať syna Juniora miestneho nafučaného šerifa Buforda T. The handsome alien named Goo, after escaping a mass genocide somewhere in Earth’s binary star, warns Daishi and his friends that Earth is in danger. Then, a giant lizard-like monster who is after Goo, attacks Daishi’s household. That’s when Goo’s Mode Shifter begins to emit light, radiating Daishi. His body is completely transformed by a special protector. The transformed Daishi charges at the monster while still in his wheelchair.
