Jorden är täckt av vatten och de få människor som lyckats överleva bor på förfallna båtar och atoller - provisoriska flytande städer som byggts av hopsamlat bråte och drivved. De för en ständig kamp mot pirater. En del människor har förlorat hoppet medan andra tror på legenden om att det finns ett "Dryland". Enligt ryktet bär en liten flicka vid namn Enola på hemligheten om var "Dryland" finns. I sökandet efter ledtrådar går piratgänget Smokers och dess skoningslöse ledare Deacon till attack mot atollen där det sägs att Enola och hennes styvmor Helen bor. Timmar innan attacken har den mystiske ensamvargen Mariner blivit tillfångatagen på atollen, och Helen finner att han är deras enda räddning. Det är först senare som Mariner upptäcker Enolas välbevarade hemlighet - en hemlighet som förändrar ödet för människosläktet.
