Seriemördaren "Buffalo Bill" kidnappar, mördar och slutligen skinnflår unga kvinnor. En FBI-agent under utbildning, Clarice Starling, skickas till den inspärrade, extremt farlige psykopatiske seriemördaren och psykiatern Hannibal Lecter för att möjligen få någon information om mördaren. Lecter vill dock inte säga för mycket utan att få något igen. När så "Buffalo Bill" kidnappar ett nytt offer blir det en kamp mot klockan som kräver att myndigheterna får hjälp av någon som kan sätta sig in hur en seriemördare tänker, Dr Hannibal Lecter.

Experimentet är den lysande och prisbelönta filmen om ett forskningsprojekt vars syfte är att studera individens aggressiva beteende i en fängelsemiljö. För att åstadkomma detta väljer man ut 20 frivilliga män, som genom en annons i tidningen har lockats att mot ekonomisk ersättning delta i experimentet. Mot en betalning av 2000 dollar ska dessa män spendera två veckor på ett specialbyggt fängelse, noga övervakade av kameror. Åtta av männen har fått rollen som fångvaktare och de övriga tolv ikläder sig rollen som fångar och måste därför lyda och underställa sig väktarnas krav på disciplin. Från att i början ha varit något av en lek för deltagarna tar experimentet en problematisk vändning allt eftersom dagarna går. Maktspel uppstår och personligheter spelas ut mot varandra. Snart har ingen kontroll över situationen. Nu kan vad som helst hända...
