Upon receiving a message from an old friend’s daughter, Goro arrives in Paris and learns of the elderly man’s wish to taste a particular soup he had in his childhood before he dies. Deciding to help, Goro sets out on a quest to find this mysterious soup, traveling through Japan, braving a storm, and even ending up in South Korea.
A body found in the mountains of Tohoku, where Muroi has moved, is linked to the Rainbow Bridge incident. Muroi is asked to return to work, and he ponders whether he can keep his promise to his former colleagues. As the investigation progresses, each of the children Muroi has taken in grows up.
Muroi, who retired from the police early, took in the children affected by the incident and moved to Tohoku. Although he was told cold words from those around him, he lived quietly while protecting his children. At a morgue house in Kamaishi, Iwate Prefecture, the workers treat the dead with dignity as they hand over the bodies to their families. Retired funeral worker (Toshiyuki Nishida), finds himself volunteering at the morgue house.

In the midst of security, Ogata keeps Inoue away from the main conference hall and puts his well-thought-out plan into action, and the parliament building is controlled by SPs and terrorists who support the revolution. Inoue notices something strange and starts to fight against the terrorists to stop Ogata.
